I also would use a spray glue. I'd try contact cement in a spray bottle. You can coat the shoe thoroughly and put a light coat on the fabric so it doesn't screw it up. Let them dry then stick them together. I use the spray a lot on counter tops and it is almost dry by the time it lands on the material. So, it may not soak into the silk like the PVA did.
